Courtney Burke
Courtney Burke is a compliance consultant with Milliman’s Irvine, California office. She joined Milliman in 2019 to launch a new compliance function that supports property & casualty insurance product development. Her services include:
- Summarizing state regulatory requirements
- Drafting product forms
- Conducting competitive rate, form, and other product research
- Preparing state regulatory filing material
- Managing rate, rule, and underwriting manuals
- Submitting and managing filings through SERFF and state filing systems
- Preparing state correspondence
- Conducting other compliance support
Courtney consults with the lead rate development actuary to ensure coverage options and forms are consistent with the rating algorithm and that filing materials are compliant prior to filing. She manages rate, rule, underwriting, model, and form filings for all 50 states. Courtney’s new compliance department is available to support clients as well as internal Milliman actuaries with their compliance needs.
Experience
Prior to joining Milliman, Courtney worked at Perr & Knight in Los Angeles, managing a team of compliance specialists. In that role, Courtney was responsible for nationwide rate/rule manual, endorsement, and policy form filings for all property & casualty lines of business on behalf of the company’s clients. Courtney coordinated processes to encourage best practices and ensure compliance with state filing requirements. She has excellent communications with state insurance regulators.
Prior to her role at Perr & Knight, Courtney was a policy wording specialist at American International Group (AIG), where she reviewed and edited manuscript policies, drafted manuscript endorsements for admitted and non-admitted products, and provided policy wording training to underwriters.
Courtney has also worked at a specialty insurer. Her first role was as a Regulatory Compliance Analyst managing countrywide form/rate/rule filings and drafting policies and endorsements for personal and commercial lines products. In her next role, she served as a law specialist negotiating contracts and providing compliance guidance with regard to claims, underwriting, and corporate operations.
