Current Responsibility

Paul joined Milliman in October 2014, as the lead consultant for the Milliman UK Health Analytics practice.

Experience

Paul has over 10 years' experience in health analytics/informatics where he has operated in leadership roles across both the government and independent sector.

Most recently Paul operated in a business development role as director of analytics for Optum International (part of UnitedHealth Group). His responsibilities included:

  • Head of UK Healthcare Consultancy providing population health solutions to the NHS and Private Medical Insurance industries. Typical assignments included:
    • Development of integrated care teams across health and social care services
    • Evaluation of case and disease management services
    • Implementation of risk-reward finance mechanisms to support provider contracts under pooled or capitated budgets
    • Clinical and clinical coding audits
    • Development and implementation of payment integrity solutions
  • Head of Analytics Product Development providing informatics and software solutions. Assignments included:
    • Grouping technology to underpin population health analysis
    • Predictive analytics to support risk stratification and case-finding of patients for healthcare interventions
    • Clinical decision support solutions such as the ScriptSwitch® prescribing tool

Previous to working at Optum, Paul held an executive director position at Health Intelligence Ltd, where his duties included:

  • Overseeing the development and deployment of population health analytics solutions based on primary care data
  • Business development role in screening programmes such as diabetic retinopathy and abdominal aortic aneurysm screening

Paul has also worked for five years in the NHS heading up an informatics shared service as part of the Commissioning Business Service (CBS) in the North West of England. The primary purpose was to support commissioners and providers of healthcare in making evidence based decisions. During his time Paul undertook a number of additional roles:

  • Chair of the NHS Greater Manchester Business Intelligence Network
  • Chair of the Greater Manchester Public Health Intelligence Network

Paul has carried out research to measure the impact of the Birmingham OwnHealth® programme on secondary care utilisation and cost which was undertaken as a retrospective patient cohort study.
